Obama returning to the climate change forefront

US President Obama has announced a wide reaching Clean Power Plan, which aims to drastically reduce greenhouse gas emissions over the next 15 years.
It's a signal that the US may be returning to the international table on climate change, after failing to ratify numerous agreements, but is it practical physically or politically.
Energy policy and nuclear energy analyst, Malcolm Grimstone, explains what he plan really means, and whether it can achieve the goals.
