Russia has a long running programme to update its obsolete weapons, but President Putin's current plans are sending a clear message and could spark a new arms race

While most analysts say this is mostly about posturing at a time of high tension between Russia and NATO, the planned investment in intercontinental ballistic missiles is a heavy price to pay, especially at a time when the Russian economy is struggling. Putin has had to back down on his military aspirations before, and might have to again.

Hong Kong debates electoral reform

Pro-China activists are hoping for a "yes" vote, but are likely to be disappointed.

Lawmakers in Hong Kong are debating the controversial electoral reforms which would give residents the right to choose their Chief Executive, but only from candidates approved by China.

Pro-democracy activists say this is not sufficient and would represent a "fake democracy". The legislative council is very likely to agree, and reject the proposal.
