The military could stop boats, but not migrants
The EU is proposing military attacks in Libya to target migrant trafficking networks and will seek UN Security Council approval today. However, such a mission would be fraught with difficulties and potential for escalation, and even if military action stops the boats, it won't stop the people trying to flee conflict areas.
