Migrant smuggling and refugee law expert, Andreas Schloenhardt, analyses the EU's ten point plan to tackle the ongoing crisis of migrants losing their lives in the Mediterranean as they try to reach Europe.

He says targeting the smugglers is only part of the story, and will not solve the problem. Action is needed in the source countries if the tragedies from overcrowded, unseaworthy boats are to be stopped.
