The summit in Brussels over the EU response to Russia's activity in Ukraine has not been quite the "damp squib" that was feared yesterday, but it's not far off.

A three-phase sanctions scheme was proposed that, while meeting the requirement of a "softly softly" approach wanted by Germany, Spain and others, will probably have no effect in practise.

Anything short of economic sanctions are unlikely to cut any ice in Moscow, but noone wants to take that step.
