Can a gangland truce save Honduras?

Honduras is the most violent place in the world - by quite a long way. With 92 homicides per year for every 100,000 members of the population, it outstrips the second worst, El Salvador, by some 23 points. To put this in context, most European countries have a murder rate of around 1.
A lot of the violence in Honduras is perpetrated by gangs - two in particular, Mara Salvatrucha and Mara 18 Street. Leaders of these gangs are not proposing a truce. They will commit to zero crime and zero violence, if the government commits to creating jobs and rehabilitation for prisoners.
