North Korea says it is to restart its Yongbyon nuclear plant following days of escalation tension with South Korea and the USA. The plant was closed down in 2007, and while it was crucial to the early phases of the country's nuclear programme, it's unclear why it should be recommissioned now.
North Korea says it is in a "state of war" with the south, and is threatening to attack South Korean and US targets.
However, at the same time, it seems to be wanting to boost its economy and has appointed reformer Pak Pong-ju as the new Prime Minister.
