Freebooksifter.com is the place to start. The site lists the currently available Amazon ebooks that don't cost anything. In other words, it's a way to find a lot more than just the typical Gutenberg texts. Promotional pricing is included and updated so you are less likely to find "free" books that actually cost something.
It's not pretty, but it is functional, and you can start sifting through the piles by genre or most recently added.
