Will the Syrian peace plan work?

It's not the first time Syria has promised a ceasefire. The last time was in November, and as on previous occasions, nothing came of it. So why should it be different this time?
Syria says it will implement Kofi Annan's six point peace plan by April 10th, but although Annan's intent was undoubtedly to put a stop to the violence, Syria expert, Rime Allaf, points out that the plan requires troops to "withdraw from the cities", but in fact most tanks are not in the cities anyway. They are shelling residents from their positions outside the urban centres. In this case, it's quite possible that the plan could be "implemented" but nothing change.
There are also rumours that President Assad is trying to establish an Allawite enclave to preserve his powers. Rime Allaf gives her analysis of the latest developments.
