Actually, it's not just for the U.S. But since the United States government has decided that access to your electronic devices can be had without a warrant if you happen to traveling across its borders, the EFF has decided to give you some tips on how to best deal with electronic privacy while on the road.
The information is actually pretty useful for anyone, even if you aren't likely to be one of the 6000 or so people yearly whose gear get's grabbed at the border. They cover everything from privacy basics to full disk encryption, back up suggestions and a lot of other stuff for people who have their life info stuffed into mobile electronic devices.
And if you have no idea what I'm talking about, it's even more important to read it. The document is a pretty decent run down of the things you should probably be aware of when it comes to your shiny toys.
And remember, even though they might not be watching you, they can, and even though you might not have anything to hide, being prepared for the loss of your gear is never a bad idea.
